Co-ranked at #18 for Startup, Coworking, and Pandemic Response Leadership
CIC is proud to announce that Tim Rowe and Rachel Wilson have been named to The Boston Globe’s first ever Tech Power Players 50 list. Rowe is founder & CEO of CIC and CIC Health. Wilson is president of CIC Health. CIC is a global leader in building innovation campuses, with locations in the US, Europe, and Asia. CIC Health is the largest COVID-19 testing company in New England, and operated four mass vaccination sites and over 135 community-based vaccination sites in Massachusetts. The Globe’s list represents the most influential and interesting people in the Massachusetts technology scene as ranked by its business journalists and an external advisory committee.
The Tech Power Players 50 list recognizes the honorees’ career impact on technology and business, taking into account their tech-specific contributions and innovations during the pandemic. The advisory committee and the Globe’s newsroom also considered each leader’s activity in the Massachusetts tech community, and the degree to which they are engaging with local efforts to promote diversity, equity, and inclusion.
Rowe has over 40 years of experience in the entrepreneurial and startup landscape, largely in the science and technology sectors. He is a well-established leader in New England’s evolving innovation ecosystem, having launched CIC in 1999, as well as serving as the founding chair of LabCentral and of MassRobotics, and launching the Kendall Square Association.
Wilson is an accomplished healthcare executive with over 20 years of progressive leadership experience in academic health systems, specialty hospitals, large multi-specialty, risk-bearing provider organizations, and start-up ventures. At CIC Health, she leads a team working to slow the spread of COVID-19 and enable people everywhere to safely return to pre-pandemic activities through frequent, low-cost COVID-19 testing and vaccination services.
Rowe and Wilson’s co-ranking at #18 in the Tech Power Players 50 list affirms their symbiotic impact. Rowe’s entrepreneurial mindset and approach to tackling complex challenges, coupled with Rachel’s experience scaling and implementing health care solutions, positioned CIC Health to help lead a quick and effective response to the coronavirus pandemic in Massachusetts and beyond. The company has facilitated more than 5 million COVID tests and over 1.2 million vaccine doses.

Individuals named to the Globe’s Tech Power Players 50 list reflect the breadth of the industry from venture capital to entrepreneurs, from startups to big companies, from universities to mentorship programs. The honorees are placed into one of five groups, which, in its inaugural year, helps frame the list by paying homage to local leaders who have built the foundation of Massachusetts’ tech hub and those who are on the rise.
“Massachusetts is a global leader in technology, and we have seen incredible innovation coming from our region,” said Greg Huang, the Globe’s Business and Tech editor. “Ultimately, we wanted the list to tell a story about the local scene and where it is headed, and so the people we selected show the deep roots of our tech community and the new wave of thinkers who will continue to make our region a hub for innovation.”
In evaluating candidates for the list, the Globe convened a dozen local leaders in business and technology to serve as advisors alongside the Globe’s newsroom, including Kent Bennett; Cait Brumme; Desh Deshpande; Linda Henry; Scott Kirsner; Midori Morikawa; Eric Paley; Karyn Polito; Jody Rose; Katie Rae; Tom Ryden; and Greg Shell. The committee and the Globe’s newsroom submitted over 150 nominations and scored candidates based on their business impact — in terms of value created, revenue, number of jobs — and their broader influence in the tech community — in terms of ideas, reputation, and mentorship. A few members of the committee were included on the list; these decisions were made by Globe staff alone.
