Terminal 11 Innovation Hub Officially Opens as a Part of the CIC Global Network

Terminal 11 joins CIC’s global network of innovation campuses, launching a 12-month advisory partnership to build a world-class startup hub in the heart of Muscat.

The new Terminal 11 innovation hub has officially opened at Muscat Grand Mall, Tilal Complex, Muscat, Oman, and joins the CIC Global Network. Member move-ins are already underway, ahead of a formal launch celebration planned for September 2026. The opening follows an advisory partnership with CIC, which has guided Terminal 11’s space design and operating model.

Over the past several years, Oman has pursued an ambitious agenda under Oman Vision 2040 to diversify its economy beyond oil and build a knowledge-based economy, with the development of innovation hubs, technology parks, and startup infrastructure across the country playing a central role. Terminal 11 is intended to serve as a global hub for international talent and startups working to shape the future of Oman.

Beginning with a physical space design and operational model development, CIC developed a test Fit floor plan and design advisory alongside Terminal 11’s local architects, discovery and stakeholder alignment, and development of the Terminal 11 Playbook, a comprehensive operating guide covering CIC’s service model, community-building approach, programming strategy, and financial modelling.

Ahead of the transition into its next phase of work, Terminal 11 reported strong early commercial traction, with member move-ins on pace to reach more than 100 people by the end of July 2026. That momentum shaped the scope of a new, 12-month operations advisory engagement between CIC and Terminal 11, which began in June 2026.

Rather than a one-time engagement, this second phase deepens the partnership. CIC will provide ongoing advisory support to Terminal 11’s leadership and staff, access to CIC’s Center Support teams across community, sales, events, marketing, finance and HR, and onboarding to CIC’s innovaHub center-management platform. The two organizations will also co-develop Terminal 11’s first-year programming calendar and explore future expansion and sector-focus opportunities together.

Drawing on more than 26 years of experience operating global innovation campuses, CIC has advised  Terminal 11’s team on how to plan, program and launch the space, as well as how to operate and grow it. Rather than operating the center directly, CIC is transferring knowledge, tools and best practices to support Terminal 11’s long-term, locally led success.
